A counterattack decision does not have to be made within the time window
between missile detection and impact. This is known as "launch on
warning" and it's never been US defense policy. The strategy right now
(and for quite some time) is to ride out an attack and then retaliate
with whatever missiles are left over. This is one reason the US has so
many warheads on submarines; being much less vulnerable to a surprise
attack they provide a deterrent that has so far proven very effective.
